Draft for Review of OVSD Public Education Course Content RFP


The OVSD Advisory Council has endorsed the next RFP for Course Content.  This RFP is limited to Oregon Public Education Institutions who wish to sell a version of the courses that they have built and own.   This is the third procurement process for Digital courses by OVSD.  Below is the Draft of the RFP .

The Oregon Department of Education (ODE) intends to purchase web based, Digital courses, as defined in OAR 581-011-0050, for use in traditional class room settings as supplemental teaching resources and for web based instruction.  The department is seeking to purchase up to 40 courses and supplemental teaching materials for middle and high school instruction. 

Potential respondents are limited to School Districts, ESD's, Community Colleges and OUS Institutions.  These qualified Oregon public education sector respondents are encouraged to submit proposals for flexible Digital Instructional Material, Complete Courses, Course Content and supportive instructional documentation that show teachers how to optimize the provided content.  The purpose of this Request for Proposal is to obtain ownership licensing for digital courses and instructional content that complies with Oregon’s K-12 content standards for grades 6-12 as described in Division 22 of Oregon Administrative Rule 581. 

ODE is seeking to own only a version of the selected courses.  ODE anticipates multiple awards under this RFP and reserves the right to issue two purchases over a four month period.Further, ODE will jointly fund the purchase, and issue an ownership license to Curriki.org for their use in open instruction.  ODE anticipates that Curriki will purchase a subset of the total ODE purchase, directly from the Department.
