Strategic Network Connectivity Grant Criteria


ODE will be making available up to $150,000 in funds are available to ESD’s for projects that improve the telecommunications for k-12 schools.


Background: The Legislature provided funds to improve connectivity to schools for the 07-09 biennium. ODE, through the Education Enterprise Partnership, is establishing an education contract for broadband services and providing Strategic Grants to ESD’s with these funds. The goal of the these Strategic Grant Funds are to provide companion options to the E-BITS effort for regions of the state that have options available to them other than the E-Bits effort.


Funding Objective: Provide one time grants that allow for strategic innovation in improving network connectivity to schools.

Strategic is defined as: Purchases, or contracts, that are critical to improving long term broadband services to schools.


Criteria

The Partnership will endorse, and ODE will fund within the dollar limits, one time telecommunication infrastructure expenditures that:

  • focus on the OSI Physical Link & Data Link Layer Infrastructure;


  1. Infrastructure Projects: In some areas of the state ESD’s have been very successful at creating infrastructure with partners and providers that interconnect schools for data services and access to Internet transit. These projects have established long term physical infrastructure to provide network service over.

Options for funding:

Physical connections and transmission hardware required to transmit. These include, but are not limited to;

    • Fiber acquisition projects: leasing of fiber, or one time expenditures to connect schools to a fiber infrastructure.

    • Wireless Infrastructure projects: Microwave, or 802.11x, 802.16, and 3rd generation wireless technology that interconnect schools, enable mobile computing, or provide campus wide connectivity.


These funds cannot be used to purchase Network equipment that is not essential to implementing OSI Layer 1 and 2 services. As an example, routing equipment would not be an acceptable use of funds.


  1. E-BITS Strategic Contract services: Services that implement innovative solutions for increasing Internet connectivity to schools. Purchase additional 3mb E-BITS service outside of Qwest territory.
