1:1 Pilot Program


The Initial Program will establish three six grades (entire sixth grade in a single building, not necessarily district wide) for the implementation of a 1 to 1 computing initiative. Students and teachers in the successful responses will be provided a laptop, support services, and infrastructure to reach the following objectives:


  1. To increase student achievement and improve students’ 21st Century Skills.

  2. To increase technology use and literacy with students, teachers, administrators and communities.

  3. To increase communication and involvement between and among teachers, students, families and the community.

  4. To improve the teaching and learning process through the innovative uses of technology and instructional design.

  5. To contribute to the research base on the use of wireless mobile computing devices on student achievement.

There is a lot of focus on getting a laptop for every student, but I am curious why we are not starting off with something a little less extreme.  First off, here are my issues with this 1:1 initiative:

  • It is focused on the 6th grade.  They are a very young group and do not (in my opinion), appear to be the right group to expect all-day learning on a laptop.
  • It is a 1:1 initiative, which (again, in my opinion), is a tremendous waste of resources.  Computers are tools for the teacher to invoke as learning resources, just like books.  I believe that a mobile laptop cart that can be checked out by a teacher for specific purposes (using Google Earth in the study of geography, for example), would be a more effective approach (for curriculum, staff learning curves, and finances).  A laptop is NOT needed all day (nor will you see it used all day), so why assign one laptop to each student??
  • Teachers are not ready for this level of interaction on the whole.  It seems to me that a progressive approach would be much more successful and would in fact create better data to review.  Start off with a mobile cart, evaluate its success, then move on to a more agressive (and expensive), 1:1 initiative if the data supports it.

Ultimately, I am concerned that we are allocating millions of dollars on a pilot program that just sounds so good that we are moving forward without really thinking about the other options.  A mobile laptop cart initiative would cost much less and could service a LOT more students.  Why not start there?  Technology is not a silver bullet for our educational challenges.

1. Who pays the cost of going to Hayward?

2. What is configuration of the software? Can it be altered?

3. Can schools qualify if they are scheduled to be wireless no later than Oct. 1st?

4. Does Intel/ODE provide any direct staff development?

(free registration to ITSC?)

5. Why this particular model of computer? What is its reliability, especially with 6th grade kids?

6. Have this model been used in other 1:1 programs?

7. What is meant by training for community?

8. Is there a minimum number of students?

9. What is a/the control group?

10. Is the program for only middle schools or can it be for elementary schools? (grant form is unclear)

11. Waht is the meaning of "expanding assets for 07-08 6th grade"?

12. Where is data on 1:1 that the project is based on? (i.e., those state projects specifically referenced in the grant info.)

13. How will data be collected?

14. What data will be collected?

15. Is there data that a 1:1 project improves content area scores?
